I don't know how you're supposed to comment on this forums, but in everyone of her show appearences Lightning Dust has been outright antagonistic. The fact she isn't directly malevolent in Wonderbolt's Academy doesn't change the fact she is the antagonist in the episode. Also, if Flim and Flam count as antagonists, than so does she. They are no more malevolent than she is, they just act in self-interest, but either way both characters place others in harms way by acting immorally. Now she's reappeared in The Washouts, where the ending makes it pretty obvious that she's a villain, considering she deliberately put Scootaloo's life in danger and then is defeated in a manner like a cartoon villain.
